What happened to the first "Homegrown Quota" attempt?
English Football Association's attempt to reduce the number of foreign players in the league and secure room for English players is not new. Since 2011, EA enforced the English clubs to register 25 players with 8 players who are "Homegrown". Homegrown players are the players, regardless where they are from, who have been in a English club for at least 3 years when they are young ( no older than age of 18). So far, the previous attempt did not improve the quality of either English Premier League or English International; however, the FA insists on the Homegrown Quota, and plans to restrict foreign players even stricter instead of removing it.

What FA expected was that English players to have more chances that were occupied by foreign players, and grow well. But, was the goal achieved? 2014 Brazil World cup was an important checkpoint for English soccer because it was the first World cup after the enforcement of the "Homegrown Quota". At the same time, the atmosphere of England reached its peak because they were in a relatively easy group.
But, they didn't make it to the tournament.

Can English Premier League Stand Alone Without Foreign Players?
According to Transfermarket, there are 420 players registered to the league, and the sum of the market values of the players is 3.29 Billion GBP. Hence, the average market values of the EPL players is 7.83 Million GBP. Then, I searched the list of players, and counted number of players who have market values above the average market value. There were 154 players who are valued above average. Then, I started counting the number of English players, and only 44 out 154 players were local players. Most of the "good players" are foreigners, and if the FA applies the new restrictions on the league, the league will loose quite number of these good players. The quality of the league will go down even more.
